Competition Rules and Regulations

Top Talent BC: Apr-May 2021 


These rules and regulations are applicable to online competitions (the “Competition”) brought to you by StarBeat and Talent Games Inc. (“TGI”) entities, in association with multiple sponsors and advertisers (collectively “Sponsors”). 

By entering the Competition, entrants agree to abide by these Official Competition Rules and Regulations (the “Competition Rules”) and the decisions of the online voting audiences (collectively “Audience”), the judges panel (collectively the “Judge”) and Sponsors which are final and binding in all respects relating to the Competition.


Competition Name

Top Talent BC (“TTBC”) is an online competition brought to you by StarBeat, TGI and Sponsors.


Summary of Requirements

The preregistration for the TTVan, now TTBC competition (as of April 9, 2021), took place in March 2021 via online reservations that took place via:

The online competition is open to qualified contestants from British Columbia. There are no genre restrictions, and the competition is open to all demographics.

The competition requires a minimum of 50 qualified contestants for activation of CAD $2,500 sponsored prize pool that is reserved for Top 10 Stage 3 finalists. 

The Stage 1 qualifiers are open to a maximum of 100 online contestants. The maximum prize pool is CAD $5,000 that is reserved for Top 10 Stage 3 finalists. 

StarBeat reserves the right to lower the minimum thresholds in order to activate the competition sooner. The prize pool will be pro-rated at +$50 for every entry. 

Effectively, StarBeat may start the competition with as low as 30 contestants, thus $1,500 prize pool and capped to a max of 100 contestants for a Stage 3 Top 10 prize pool of $5,000.


Competition Stages

TTVan online format is subject to 3 Competition Stages.

Stage 1: open qualifiers (“Qualifiers”) are open up to 100 online entrants from British Columbia. Top 20 by Audience votes will qualify for the next round.

Stage 2: Judges will be appointed by StarBeat and Sponsors, from 3-10 participants, and will individually and collectively decide the Top 10 finalists for the prized round.

Stage 3: Top 10 finalists will compete in daily eliminations via live online Audience scoring. All finalists are subject to prizes. The Stage 3 scoring will be reset in the last round, the points will start from zero (the “Playoffs”). The Stage 3 daily points are cumulative. The lowest points at the end of each day will be eliminated and awarded the place and prize, based on Audience scoring, as crowdsourced consensus. Higher scoring finalists will continue and the last one out daily eliminations will remain in effect. Top score on the last day of the competition will achieve “Top Talent BC” title and top prize earnings.


Competition Periods

The planned online event schedule is as follows:

Stage 1: open qualifiers will start on Thursday, April 8th 2021 at 3:00 p.m PST. 

Stage 1 is open until 100 max contestants enter the competition, no later than April 29th, 2021 by 3:00 p.m. PST.

If/when the competition reaches 100 contestants, the Stage 1 qualifications will run for 15 days to allow sufficient time for all entrants to compete for Top 20 Stage 2 qualifications. Dates will be announced live on StarBeat’s channels.

If there are less than 100 contestants by April 29th, 2021 by 3:00 p.m. PST, the progressive prize pool will be finalized based on +$50 per qualified contestant, and Stage 1 qualifications will be open until May 13th, 2021 3:00 p.m. PST.

Stage 2: Judging panel round will be in effect for 5 days, based on Stage 1 thresholds and capacities, and will take place no earlier than May 5th, 2021 and no later than May 19th, 2021. Dates will be announced live on StarBeat’s channels.

Stage 3: Top 10 daily eliminations will take place over 10 days and will start no earlier than May 11th, 2021 and no later than May 25th, 2021, depending on playoffs schedule. Dates will be announced live on StarBeat’s channels.



Stage 1 scoring is based on registered live audience voting via interactive slider that ranges from 1-100. Instructions on how to vote are posted on the competition platform: The real-time individual scores are aggregated in live leaderboard standings.

Stage 2 scoring is based on the same 1-100 slider system, but within an appointed panel of Judges, a minimum of 3 and a maximum of 10. The Judges will review Top 20 Stage 1 qualifiers and determine Top 10 Stage 3 finalists via collective panels’ scoring. 

Stage 3 scoring playoffs are based on daily eliminations. The Stage 3 scores will be reset to zero and StarBeat community, audiences, peers, judges and new registered participants will participate in live scoring that will take place over ten (10) days. All Stage 3 finalists are subject to prizes that are determined in the Stage 1 qualifiers based on community participation thresholds.


Top 10 Prizes

The prize pool is based on the number of Stage 1 qualified participants, by a formula of CAD +$50 per entry.

The prize pool activation requires a minimum of 50 qualified contestants, thus CAD $2,500 for Top 10 Stage 3 finalists.

StarBeat may lower the minimum activation threshold, but will retain the CAD +$50 per qualified entry. This rule applies to a number of contestants ranging from 50-100 entries, no later than April 29th, 2021 by 3:00 p.m. PST. By this formula, if we have 80 qualified contestants, the Top 10 prize pool will be 80 contestants * CAD $50 thus CAD $4,000.

Top 10 prize allocations and examples are presented on in the section : “HOW THE PRIZE POOL WORKS”.

The maximum number of 100 qualified contestants determines the maximum prize pool of $5,000 for Top 10 Stage 3 finalists.

Unless otherwise specified, each Competition is open only to individuals who: (i) are a legal resident of the Province of British Columbia that legally reside in British Columbia.

Excluded from eligibility are the officers, directors, employees, agents and representatives of the Sponsor, and members of any immediate families (defined as parents, siblings, children and spouses, regardless of where they live) or households (whether or not related) of such officers, directors, employees, agents and representatives.

The competition is open for thirteen (13) of age or older at the time of the entry. Minors may enter with a written request of parents or legal guardians. StarBeat and the Sponsors have the right to require proof of eligibility from any individual who enters the Competition. Failure to provide such proof may result in disqualification from the Competition.

There are no gender or nationality restrictions, but legal residence jurisdiction applies.

There are no genre limitations. Any performers can enter. StarBeat committee and moderators will determine, in conjunction with community peers, if the submissions are eligible and of sufficiently high quality for public medium promotion, in best interests of the individual, and for the integrity of the promotions and of those with associated Partners, Peers and Sponsors.


Entry Requirements

NO PURCHASE NECESSARY. The competition is free to enter.

Only one video is eligible per registered participant (“Eligible Entrant”). To obtain one (1) entry, an entrant must either: upload a video from YouTube and/or Vimeo. To be eligible the video must be owned and be the original content of the entrant, for a maximum of one entry per account per Competition.

Participants will be verified via online screening, or in some cases additional information if there is insufficient information regarding legal age, status, residence jurisdiction or other parameters stated in these Rules and Regulations.

If your video is monetized, please re-upload it is private and submit a non-monetized version, on the same or equivalent network. StarBeat is not asking to de-monetize your content, just re-submit in non-interruptive format out of respect for Peers, Audiences, Sponsors and Partners in order to focus attention on art integrity, experience continuity and full impact of quality performances.


Quality Control and Moderation

StarBeat reserves the right to ensure that quality and integrity of the contestants is in place in order to protect the interests of all parties: Talent, Audience, Brands, Judges and Media  Partners associated with TTVan competition.

In case of contestant stuffing (to artificially inflate the prize pool), StarBeat will lean on the peer community in order to decide on the best interests of all participants, as well as the integrity of the promotions.


Media Rights

At this time, StarBeat video submissions are equipped to fetch from YouTube and Vimeo, as natively hosted services would reduce prize pools to the talent community. Your terms of media and account ownership are subject to terms and conditions of participation of associated media hosting platforms. 

StarBeat does not wish to own your content. StarBeat produces an original entertainment experience in conjunction with the Sponsors, Creators and Consumers that harness crowdsourced dynamics for spotlighting and staging of online talent discovery, via collaborative means.

By submitting a video entry in the Competition, participants grant to StarBeat and the Sponsors the unrestricted rights to produce original content, to compile highlights, aggregate, publish, broadcast, promote, communicate, exhibit, adapt, or otherwise use, remix or repurpose the content of the Eligible Entrant’s Contest entry for any and all advertising or promotional purposes (including, but not limited to, publication and/or broadcast in media) without further compensation or permission. 

StarBeat is providing guaranteed prize rights upfront, for the potential and indeterminable commercial rights, if any, during and after the competitions, through subsequent production and promotional means - while driving value to the community and accelerating growth of the worldwide online talent discovery ecosystem, in a digital-first business model and super-efficient economy centred around the creators, as the roots of the entertainment industry.

StarBeat will credit all sources and act in the best interests of past, present and future participants in furthering creative community development while commercializing a self-sustainable growth economy.

StarBeat’s prizes are exclusively procured through Sponsorships and largely passed as incentives and rewards for crowdsourced talent community development. Sponsors catalyze promotional engagement and gain recognition for community-driven action, while the community gains new means of mass exposure, collaborative recognition, consensus achievements, and respective prize earnings. 

StarBeat is a start-up with limited resources. StarBeat and its Sponsors cannot assume any responsibility for misidentified, illegible or misdirected entries, any computer errors or malfunctions, hacking, abuse or for any other problems occurring in connection with participation in the Competition. We will do our best and rely on community intel to assist with identifying culprits and finding solutions.



By entering the Competition, the winner authorizes StarBeat and the Sponsors to use, in any media (including the Internet) in perpetuity, their name, photograph, likeness, voice, place of residence and/or statement regarding the Prize for publicity and advertising purposes, without any compensation.


Prize Claim Conditions

The winning Contestants will be notified via email to the account used to enter the Competition. In order to be declared a winner, the selected entrant must: (i) respond to notification of selection (and provide StarBeat with the selected entrants proof of eligibility) within ten (10) business days of contact by the StarBeat.

Failure to provide a valid proof of eligibility, release documents, or other required documentation in a timely manner, or other non-compliance with these Official Rules may result in disqualification, forfeiture of the Prize, or part thereof, and, at Sponsor’s sole discretion, selection of an alternate eligible entrant for the forfeited Prize, or part thereof, in accordance with these Official Rules, who will be subject to disqualification in the same manner.


Prize Payouts

The Top 10 Finalists will be notified via email. StarBeat is responsible for contacting and disbursement of prizes. The Sponsors are not responsible for any communications with the Contestants, including the Prize Winners. 

All expenses associated with the Prizes not specified herein will be the responsibility of the selected winner (as applicable).

StarBeat will issue prize payments within twenty (20) business days of prize earnings via Company cheque, Bank Draft, E-Transfer or any formal means of payment with a proof of transaction. The payment will be issued to the Eligible Entrant or their legal parent or guardian.

In the event that a potential winner does not comply with any of the above requirements after twenty (20) business days of having been sent the notification via e-mail, StarBeat have the right to treat the applicable prize as having been forfeited. The StarBeat may select an alternative potential winner of the applicable prize at its sole discretion, with first considerations of Top 20 Stage 2 candidates, prioritized by Judge panel scoring, in accordance with these Official Rules, who will be subject to disqualification in the same manner.

The Prize will be ultimately awarded to the next Eligible Entrant on the basis of top scores.



The entrant agrees and accepts that they are personally liable and responsible for any taxes incurred as a result of winning the prize.


Governing Law

This Competition is governed by the law of British Columbia, Canada. Each entrant agrees, to the extent permitted by law, that any judicial proceedings relating to any disputes, claims or causes of action arising out of or in connection with the Contest shall take place in a provincial court within the City of Vancouver, British Columbia.


Rights to Void / Terminate / Suspend / Modify

StarBeat reserves the right to terminate, suspend or modify this Competition, in whole or in part, at any time and without notice or obligation if, at StarBeat’s sole discretion, any factor or event arises that could interfere with the proper conduct, administration, security or impartiality of the Competition as contemplated by these Official Rules. 

Without limiting the generality of the foregoing, if the Competition, or any part thereof, is not capable of running as planned for any reason, including but not limited to infection by computer virus, bugs, tampering, hacking, unauthorized intervention, crashes, fraud, programming errors, or technical failures, which, in the sole discretion of StarBeat, corrupt or affect the administration, security, fairness, integrity or proper conduct of this Competition, StarBeat may, in its sole discretion, void any suspect entries and: (a) terminate the Competition, or any portion thereof; (b) modify or suspend the Competition, or any portion thereof, to address the impairment and then resume the Competition, or relevant portion, in a manner that best conforms to the spirit of these Official Rules; and/or (c) award the Prize from among the eligible, non-suspect entries received up to the time of the impairment in accordance with the winner selection criteria laid out in this document.

StarBeat reserves the right at its sole discretion to disqualify any individuals or groups who tamper, or attempt to tamper, thus jeopardize the integrity of the Competition, from eligibility to voting process, impacting the operation of the Competition, the Competition Website and/or the website, violations of the Official Rules, or acts with intent to annoy, abuse, bully, threaten or harass any person associated with this Competition.

Community Guidelines

The Eligible Entrants have the rights to suggest and potentially impact and modify the rules of the Competition. StarBeat will compile and publish the Community Guidelines, and credit any Amendments to the referenced Sources, according to preferences of the contributing Individuals or Groups, as Anonymous, Initialled, or Full Name credits that may impact the evolution of this Competition or Top Talent Series.

Limitation of Liability and Releases



Without limiting the foregoing, the Promotion Entities, any of StarBeat’s suppliers or contractors, shall not be responsible for: (a) any incomplete or inaccurate information that is caused by Competition Website users, StarBeat and/or Sponsor Website users or by any of the equipment or programming associated with or utilized in the Competition, or by any technical or human error which may occur in the processing of submissions in the Competition; (b) lost, interrupted, or unavailable network, server, hosting, service provider, online systems, wireless or cable lines, or any other connections; (c) the theft, destruction, loss or unauthorized access to, or alteration of, entries; (d) any problems with, or malfunctions or failures of, IT, computers or computer online systems, servers or providers, computer equipment, software, viruses or bugs; (e) garbled transmissions or miscommunications; (f) failure of any e-mail, any Competition entry, any third-party comment or any third-party direct message to be received by or from the StarBeat or Sponsor for any reason, including but not limited to traffic congestion on the Internet or at any website or combination thereof or technical incompatibility; (g) damage to a user’s computer equipment (software or hardware) occasioned by participation in this Competition or in connection with the Competition Website or the Sponsor Website; or (h) any failure of the entry, voting or other Competition process.


Protection Of Personal Information

Unless otherwise authorized by the Eligible Entrant, any personal information provided by the Eligible Entrant when they enter the Competition will be used solely by StarBeat or the Sponsor and its authorized agents for the purposes of administering the Competition and prize fulfillment. 

When entering the Competition, however, the Eligible Entrant may give their express, opt-in consent to receive electronic messages from StarBeat and/or the Sponsor. All personal information StarBeat and/or the Sponsor or its authorized agents collect will be handled in accordance with the privacy policy which may be found at:


General Conditions

All entries remain the property of the Eligible Entrant. By participating in the Competition, each entrant agrees that the Promotion Entities have not made, with respect to each of their own products/services provided as a prize or part thereof (if applicable), any warranty, representation or guarantee express or implied, in fact or in law, with respect to the prize and specifically disclaim all such warranties, including without limitation, the implied warranties of merchantability and fitness for a particular purpose. 

Winning a prize is contingent on fulfilling all the requirements set forth in the Official Rules. Mass entries, automated entries, entries submitted by third parties, and any entries or prize claims that are late, incomplete, fraudulent, illegible, unidentified or delayed will be void. 

All entries and prize claims are subject to verification. Proof of entry submission does not constitute proof of receipt. StarBeat is not responsible for lost, misdirected or delayed entries. Entrants agree to abide by these Official Rules. 

Decisions of StarBeat will be conducted in the best interests of all Participants, including the Sponsors, and will be final and binding on all matters pertaining to this Competition. 

The Competition is subject to all applicable federal, provincial and municipal laws. StarBeat’s failure to enforce any term of these Official Rules shall not constitute a waiver of that provision. The invalidity or un-enforceability of any provision of these Official Rules shall not affect the validity or enforceability of any other provision. If any provision of the Official Rules is determined to be invalid or otherwise unenforceable, then the Official Rules shall be construed in accordance with their terms as if the invalid or unenforceable provision was not contained therein. Should a winner make any false statement(s) in any document referenced above, the winner may be required to forfeit and promptly return their prize, or the cash value thereof.

In the event of a dispute as to the identity of the person who submitted any entry, the authorized account holder of the account used for entry will be deemed to be the entrant. The "authorized account holder" is the natural person assigned the account. The potential winner may be required to show proof of being the authorized account holder of the account associated with the selected entry.


Fair Play

StarBeat strictly enforces a fair play policy. This fair play policy is designed to ensure that everyone has an equal chance of winning. StarBeat's software and moderators actively search for patterns that are outside of the normal. If you suspect malpractice, please send us an email to and our moderators will investigate.

It is strictly against the rules to do any of the following:

  • Create more than one account per individual
  • Use fake email addresses to open accounts
  • Use aliases on an existing email account to open multiple accounts
  • Use any service to purchase accounts for the purpose of voting

It is the sole right of StarBeat to determine whether it feels that someone is unfairly attempting to influence the outcome of a fair play competition. If it so determines this to be the case, then StarBeat reserves the right to adjust the score by whatever means it sees fit, up to and including disqualifying the contestant in question. StarBeat will provide details on the action and the reason if requested.



In the event of any discrepancy or inconsistency between the provisions of the Competition Rules and disclosures or other statements contained in any Contest-related materials, including but not limited to the Competition entry form, or radio, television, print, outdoor or online advertising, the provisions of the Competition Rules shall prevail and govern. The headings of the sections of the Competition Rules are for convenience of reference only and shall not affect the interpretation of the Competition Rules.


Sponsor Indemnity

All decisions of the Sponsors relating to the Competition, including (but not limited to) the eligibility of entrants, the selection of the Competition Prize Winner and the availability of the Competition Prize, shall be final and shall be made at the sole discretion of the Sponsors.

The Sponsors will not be responsible for any incomplete, illegible, destroyed, late or lost entries. All such entries, including entries that have been tampered with or altered, are void. 

The Sponsors do not assume any responsibility for incorrect or inaccurate capture of entry information, technical defects or malfunctions of hardware or software, human or technical error, printing errors, lost, delayed or garbled data or transmissions or electronic communications which are undeliverable due to filtering programs or lack of space in the recipient’s account. 

The Sponsors shall not be responsible for any technical problems, including any injury or damage to an entrant’s or any other person’s computer or property related to or resulting from playing or downloading any material in relation to the Competition.

In the event that an Eligible Entrant is selected as the Competition Prize Winner, the Competition Prize Winner authorizes the Sponsors to photograph, videotape, film or sound record the Competition Prize Winner.

The Competition Prize Winner permits the Sponsors to use his/her name and such photographs, videotapes, films or sound records for any and all promotional purposes (including publication and/or broadcast in media) without further compensation or permission. 

The Competition Prize Winner acknowledges that the Sponsors shall have the sole right to photograph, videotape, film or sound record their acceptance and participation in the Competition Prize.

Personal information collected in connection with the Competition will be used by the Sponsors in accordance with the StarBeat’s privacy policy available at

All intellectual property related to this Competition, including but not limited to logos, design marks, trademarks, copyright, service marks, trade names, related words, phrases, slogans, caricatures, graphics and images are owned by the Sponsors and/or any affiliates or subsidiaries thereof. 

All rights are reserved. Unauthorized copying or use of any intellectual property without the express written consent of its owner is strictly prohibited.

In the event that any discrepancy or inconsistency arises between the Competition Rules and statements and/or representations made in relation to the Contest or contained in any Competition-related materials, the Competition Rules shall prevail.

In the event that any provision of the Competition Rules is not strictly enforced by the Sponsors, it shall not constitute a waiver of that provision or any other provision contained herein.

The following are prohibited and will result in automatic disqualification from the Contest: (i) non-compliance with the Competition Rules; or (ii) any other act determined by the Sponsors, in their sole discretion, to jeopardize, or potentially jeopardize, the integrity of the Competition.


Release of Liability

Upon entering the Contest, the Eligible Entrant, their heirs, executors, legal personal representatives, successors and assigns (all such persons hereinafter collectively called the “Releasors”), agree, among other things, to hereby irrevocably and unconditionally release and forever discharge StarBeat and the Sponsors, and each of their respective parents, affiliates and subsidiaries, and all of their respective shareholders, directors, officers, unit holders, employees, agents, heirs, executors, legal personal representatives, successors and assigns, as the case may be, (all such persons and entities hereinafter collectively called the “Releasees”) of and from all injuries, liabilities, damages, actions, suits, obligations, duties, acts, omissions, misfeasance, malfeasance, losses, expenses, costs, rights of indemnity and all other claims and rights whatsoever (including, without limitation, reasonable lawyers’ fees and legal costs), whether or not known or anticipated and whether or not due to the negligence of the Releasees, which the Releasors ever had, now have or may in the future have against the Releasees for or by reason of the Releasors’ entry into the Competition, participation in the Competition and/or acceptance of a Prize.
